Massachusetts state law
What state law says about local solar, wind and storage rules. Each statement links the law or official source it comes from.
State siting: Energy Facilities Siting Board
Generation of 25 MW or more, or storage of 100 MWh or more, must get one consolidated permit from the Energy Facilities Siting Board covering state, regional and local approvals (applications open July 1, 2026); smaller projects may elect a single consolidated local permit that the town must decide within 12 months.

Limits on local rules
Town zoning cannot prohibit or unreasonably regulate solar, or storage that serves it, and the state's highest court held in July 2026 that a town may deny a solar special permit only when necessary to protect public health, safety or welfare at that location.
